As Military Adviser, I have the honor to call your at-
tention to the following facts that are so grave as to have caused
a serious crisis in Liberian Affairs, some of which facts bear
closely upon the further existence of the Republic itself.
1. UPRISINGS OF THE KRU TRIBES at Sinoe have been in pro-
gress a week against the civilized people who are practically cut
off from communication with the Capital and the outside by having
no means of transportation and no telegraph, and not even a coast
Also other hostile affairs between the Picanniny Cess and
Grand Cess native are reported. Besides the civilized element at
Lower Buchanan having become frightened by the reports of the at-
tack at Sinoe, in spite of the detachment of the Frontier Force at
that point, turned out its Militia which ran a muck and have killed
some wholly innocent natives of the Rock Cess tribe thus bringing
about a probable cause for another uprising of this well-armed peo-
ple who were furnished about three years ago with arms and ammuni-
tion from secret German sources looking toward wrecking the Republic.
