                AFTER EMANCIPATION-WHAT?

                     The Jubilee Survey

           RAVELERS into an unknown country halt upon
           reaching some elevated place on the highway to
           view  the toilsome road over which they have
           come and to see the part of the journey which
           still lies before them.  Persons who have worked
           hard and long to rise from poverty and ignorance
           pause sometimes to recount the trials and expe-
           riences of the past, to take account of their
present condition and to reckon upon the demands and prospects of
the future.
   A people, striving to shuffle off the coil of a previous condition
of servitude, struggling to rise from slavery to full citizenship, to
be free from grinding poverty and degrading ignorance, to meet and
to overcome the handicaps of prejudice may, in the Jubilee year of
their pilgrimage upward, reflect upon the achievements of the past,
ponder over conditions of the present and calculate the possibilities
and probabilities of the future. In this his year of Jubilee, the
Negro may well recount the way already trod, look into (or through)
the encircling darkness and ask the watchman what of the coming
dawn. In his retrospective view he sees many matters to make the
fiftieth year since his emancipation a Jubilee.

                     Looking Backward
    Looking backward over the span of fifty years, let us ask,
"After Emancipation-What?" In answer to such a question, it is
