26. A board of officers to consist of-
Colonel Henry H. Ludlow, Coast Artillery Corps,
Colonel Frederick Perkins, Infantry,
Captain Thomas B. Esty, United States Army, retired,
First Lieutenant Robert B. Williams, Medical Reserve Corps,
First Lieutenant Harry S. Moore, Medical Reserve Corps,
is appointed to meet at the call of the president thereof at San 
Francisco, California, for the examination of such officers as 
may be ordered before it to determine their fitness for promotion.  
The junior member of the board other than a medical officer will 
act as recorder.
