MEMORANDUM for the Third Assistant Secretary of War:
Subject: Authority for public address by Col. Chas. Young.
With reference to the attached memorandum and tele-
gram, the following reply is suggested:
"It is contrary to the policy and wishes of the
Secretary of War to permit officers of the Regular Army to
make public addresses. Services of all officers urgently
necessary in performance of their strictly military duties."
