The inclosed copies of letter from Mr.
Scott and an order of Adjutant General McCain and tele-
gram from our Army & Navy Department at Washington will
explain themselves. It is with deep regret that we
find ourselves unable to overcome this insuperable ob-
stacle, but we sincerely hope that another time will
give us an opportunity of extending to you a suitable
welcome for the city of Chicago. We are very grateful
