My dear Dean Keppell:

	With reference to the papers you have sent me in 
re-telegraphic request of Mr. A.L. Jackson, Secretary of Wabash 
Avenue Department Y.M.C.A., Chicago, Illinois, to permit 
Colonel Charles Young (retired) to deliver a patriotic address 
in Chicago, May 30th, I beg to say, that in my opinion it is 
not at all an unwise thing to comply with this request, unless 
the Secretary feels to the contrary.

	In my opinion, such an address, would prove helpful 
in promoting patriotism and enthusiasm, and would produce a 
favorable reaction.
